Role within RI and Octology™

The Think Tank of the Marianne Institute constitutes a structural safeguard for the methodological, ethical, and deontological integrity of the Research & Innovation (RI) framework and the octological discipline (Octology™).

It exists to demonstrate that Octology™ is supported by a credible, multidisciplinary working group with established expertise across scientific, governmental, technological, and societal domains.

Purpose

 

The Think Tank fulfills a dual function within the Marianne Institute:

  1. Deontological and Ethical Safeguarding
    Ensuring that research activities within RI and Octology™ remain aligned with the institute’s internal principles, boundaries, and ethical commitments.

  2. Control and Review Function
    Critically assessing research directions, assumptions, and methodological choices against legal, societal, technological, and human-centered considerations.

In this capacity, the Think Tank functions as an internal control and validation structure, without operational, commercial, or executive authority.

 

Position as an Internal Control Body

 

Within RI and Octology™, ethics is not outsourced to external compliance mechanisms but is internally carried, reviewed, and maintained. The Think Tank:

  • evaluates whether research practices remain consistent with the octological framework,

  • identifies deontological risks and ethical tensions,

  • safeguards the distinction between research, demonstration, and deployment,

  • prevents methodological or interpretative drift.

It operates as a review and oversight body, not as a decision-making authority.

 

Composition and Expertise

 

The Think Tank is represented by specialists with demonstrable experience and institutional anchoring within their respective fields, including but not limited to:

  • university professors across relevant scientific disciplines

  • criminologists specialized in collective behavior and governance

  • psychologists with expertise in human behavior and interaction

  • specialists in AI education and pedagogical frameworks

  • licensing and compliance specialists in IT, governance, and regulatory contexts

  • senior executives and board members with experience in executive programs, strategic consultancy, and organizational governance

  • AI experts in energy management and ecological systems

  • innovators in AI/RI, ICT, and human-centered technology

  • strategic thinkers with a focus on ethical AI and European collaboration

  • experts connected to federal public services, including justice-related domains

  • specialists in logistics and defense systems

  • economic advisors and policy counselors

  • professionals in information security and cybersecurity

  • representatives or advisors affiliated with international security organizations

  • AI educators with applied and policy-oriented experience

This composition is intentionally interdisciplinary, non-hierarchical, and contextually complementary.

 

Working Method

 

The Think Tank operates through:

  • structured internal review processes,

  • thematic working groups,

  • critical assessment of research documents and demonstrators,

  • dialogue between technical, legal, societal, and human-centered perspectives.

It does not issue public policy positions and does not represent the institute externally. Its work is internal, discreet, and research-focused.

 

Autonomy and Deontology

 

Members of the Think Tank participate in a personal capacity within a shared deontological framework specific to RI and Octology™. There is:

  • no requirement for consensus,

  • no obligation to publish,

  • no hierarchical decision structure.

Integrity, independence, and contextual judgment take precedence over uniformity.

Institutional Context

 

The Think Tank forms an integral part of the Marianne Institute vzw, established under Belgian law, and operates within the institute’s internal ethical and methodological framework.

Its activities fall under research and innovation activities as defined by the research exemption of the European Union Artificial Intelligence Act (Article 2(5)).

Evolution

 

The Think Tank is not a static body. Its composition, focus, and working methods are periodically reviewed in response to:

  • evolving research contexts

  • societal and regulatory developments

  • emerging forms of human–system interaction
